What is the Energy Company Obligation?

The Energy Company Obligation (ECO), first introduced in 2013, is an energy efficiency scheme for Great Britain that places legal obligations on larger energy suppliers to deliver energy efficiency measures to domestic premises. We are now into the into the 4t​h​ period of the obligation which is referred to as ECO3, and is an evolution of the previous ECO, ECO2 and ECO2t schemes.

What measures can ECO fund?

ECO3 is comprised entirely of a single obligation.​ ​The ​Home Heating Cost Reduction Obligation (HHCRO) ​incorporates: the replacement of broken heating systems, the upgrade of inefficient heating systems, and the installation of insulation, to reduce home heating costs for low income, fuel poor and vulnerable people. Measures that can be funded include:

  • Broken or Inefficient Boilers or Electric Storage Heaters
  • Cavity Wall Insulation
  • Loft Insulation
  • Solid Wall Insulation
  • Room in Roof Insulation
  • Under Floor Insulation
  • Flat Roof Insulation
  • First Time Central Heating

The current obligation sets to reduce household bills by £8.2 billion over the 3 and a half year period.
